Let’s think about this …

… if the US is spying on an ally1 from their embassy in the respective host country, they are spying on and from US soil. Wouldn’t that affect how this should be looked at legally, if there is a need from the US perspective to distinguish between US and foreign citizens and US soil and foreign soil in mass surveillance?!
